Plaster Washers
Repair Loose Plaster.
These specially shaped and perforated steel washers restore strength to damaged plaster. A steel screw is driven through the center of the washer and down through the plaster into the lath below. As the screw is tightened, the washer draws the plaster back into firm contact with the lath and anchors it from further movement.

Yes. You should be able to finish over the washers so they cannot be seen.
